Process for Progress

 

The path toward the next round of NHT and NAP investment begins with broad consultations with key stakeholders in late 2006. An extensive public consultation process was conducted in preparation for the first INRM Plan and much of that work remains valid.

NRMB staff will then prepare a draft RIS for review and workshop with the NRMB Directors. The draft RIS07-10 is then released for review by the newly re-formed Landcare Council of the NT (LCNT) and by the major investors, the Australian and Northern Territory governments (AG & NTG), through the Commonwealth/NT Joint Steering Committee (JSC).

With comments from those three stakeholders, NRMB staff complete the RIS07-10 for approval by NRMB Directors. The RIS07-10 is then presented to the four sponsoring Ministers for final endorsement. With the RIS07-10 signed off, the official process of procurement can begin.
In RIS07-10 the NRMB expects to introduce several procurement arrangements outside of the familiar “open competitive tender” process used in the past. These alternative arrangements may include invited tender, preferred supplier, or MoU arrangements as appropriate. The NRMB is committed to providing process transparency and logical decision making. The procurement process will involve striking a balance between healthy competition and the need to collaborate and cooperate in the Territory’s unique environments.
